Instructor: William Nechamen, CFM,  Bill has 28 years of experience, including 21 years with NYS Department of Environmental Conservation’s Floodplain Management Section, and 7 years as a private consultant and trainer.

Description: 

Nearly all New York State municipalities participate in FEMA’s National Flood Insurance Program. In doing so, they agree to manage development in mapped flood zones in a manner that complies with or exceeds federal regulations for floodplain development. In addition, the Uniform Fire Prevention and Building Code of New York State requires construction, substantial improvement, or repair of substantial damage to buildings and structures to meet flood zone requirements. Those requirements in the building code either meet or exceed the FEMA regulatory requirements.


This presentation will go over the details of the FEMA and the New York State Building Code requirements for development in flood zones, including differences between the two sets of standards. We will review the detailed design and construction standards for development in flood zones, including an overview of flood damages, a history of floodplain regulatory approaches, an overview of FEMA’s floodplain development regulations and how those regulations are contained in building codes, and detailed design standards for building in floodplains from the Building Code, the Residential Code, and the referenced ASCE 24-14.
